Let's build equity and inclusivity into the ICT4D principles even more strongly.


We should modify the principles to ensure that they result in a transfer of expertise all the way to the top of the program management ladder. Perhaps this involves allowing talented local staff to shadow international staff to a wider variety of meetings, perhaps it involves a necessary quantity of outside voices to ratify an internal mandate. In any case, ICT4D should lead on being democratic.
